Army Mela inspires NE youths to join Indian army: Governor

ITANAGAR,  Mar 1: The Governor of Arunachal Pradesh General (Retd) J J Singh inaugurated a two-day Army exposition, ‘Know your Army Mela’ at Dhemaji, Assam on 28th February. Lt Gen Arun Kumar Sahni, GOC 4 Corps and a number of high ranking government and military officials attended the inaugural function. The event showcased the might, grandeur, and welfare schemes of Army.

Speaking on the occasion, the Governor said that Army Melas have always projected a positive image of the Army and helped in bringing people nearer to the organization. It showcases the role and capacities of Indian Army. Such army expositions have always inspired many in joining it. It has also helped in moulding and changing the opinions of the communities, which had reservation in sending their children and youth in the Army. He expressed his hope that the important and inspiring two-day programme will go a long way in encouraging the youth of the north eastern region in joining the Indian Army. The Former Chief of Indian Army emphasized that along with employment and good incentives, Army provides opportunity for one to excel in life and most importantly to contribute towards defending ones motherland.

The Governor advised officers of the army units in the State and region to take up more Sadbhavana Projects especially in the remote areas. He suggested for conducting medical camps and social services involving local people and school children. The Governor pointed that such activities will not only help in social development of the area but also instill a sense of attachment of the denizens towards the Army.

The Governor commended the Army for goodwill gesture and camaraderie demonstrated by Army authorities. He added that presentation of modified scooters to former comrades and financial assistances to Veer Naris reflects the true spirit of Indian Army.   

As a mark of respect and recognition for their sacrifices, specially made modified scooters were presented to the disabled soldiers and monetary assistance was extended to the ‘Veer Naris’. A free medical camp was organized for the benefit of the retired soldiers and the general public.

The highlight of the exposition was the awareness stalls set up by various agencies of the army providing information on the recruitment procedure, various education and welfare schemes, Ex-Servicemen Contributory Health Scheme and Army Welfare Housing Organization schemes. The Rajya Sainik Board too established their awareness stall to redress the grievances of retired soldiers.

A large gathering of spectators enjoyed the daredevil acts of Army Paratroopers followed by Para Motor display by the Army Adventure Cell. The spectators were left awestruck by the daring performance of motor cycle display by the Army Dare Devils, which gathered much applause from the crowd. Spectators enjoyed the splendid display of skills by trained Army dogs, equestrian show and a number of cultural shows by the Army. The audience was mesmerized into the patriotic fervor by the music of the Military band.

After the show, the might of the Indian Army was displayed in an equipment gallery. The display of the latest weaponry and war equipment generated a sense of pride amongst the spectators.

NCC cadets also showed some spell bounding display with Microlight aircrafts and aero models. The general public witnessed such an event for the first time and was seen appreciating all the events by loud cheers and clapping. ANSU takes serious note of threatening SMS

ITANAGAR, Mar 1: The All Nyishi Students Union (ANSU) has taken serious note of threatening SMS demanding ransom being circulated to various officers and businessmen from Nyishi community in the name of NSCN. In a release ANSU General Secretary Panye Arjun claim that in the last one month many officers and businessmen have received threatening sms and calls from person a claiming to be Kilonser of NSCN.

“Despite repeated complaint by officers and businessmen from our community capital police is not taking the matter seriously. In fact they are trying to divert attention by stating that it’s an old SMS. These people are getting 10 times call a day and police is still not serious about. We appeal police to act seriously or if something goes wrong they will be blamed in the future,” said ANSU GS. Meanwhile ANSU has appealed to the various factions of NSCN to verify whether the person who is demanding money in their name really belongs to them. “Many a time, it has been observed that anti-social elements uses tag of NSCN and tries to extort money from innocent people. We appeal NSCN groups to look into such matter and not let innocent people be harassed,” stated ANSU GS. Further he added, “We respect Naga sentiments and have nothing against any NSCN group. However if they carry out extortion activities in Nyishi area and especially if they target Nyishi officers and businessmen, then it may harm Naga-Nyishi relation and repercussion will not be good.”

 

 

Tuki calls on PM & FM, pleads for addl. development fund

NEW DELHI, Mar 1: Chief Minister Nabam Tuki called on Prime Minister Dr Manmohan Singh and Finance Minister P Chidambaram at New Delhi separately today. He was accompanied by a delegation including Member of Parliament Takam Sanjoy, Minister of Power & RD Tanga Byaling, Minister of Agriculture Setong Sena, Parliamentary Secretaries Gadam Ete and Padi Richo, among others.

The Chief Minister appealed both the PM and FM to consider an additional allocation of Rs 600 crore for the developmental projects in this financial year. The PM and FM responded positively and assured to look into the matter urgently.

The Chief Minister thanked the Finance Minister for giving special attention to the North Eastern Region in the Union Budget presented yesterday. Terming the budget pro people and growth oriented, the CM especially mentioned the initiatives to enhance connectivity of the Region with the help of organisations like World Bank, increased allocation for tribal and minority welfare schemes and the allocation for Food Security Mission. The Chief Minister opined that with the special focus on Agriculture, the eastern region of the country will be able to usher in a second Green Revolution.

He also took note of the landmark initiatives for Women Empowerment and development of youths in the Budget.

The Finance Minister assured the delegation that he will personally initiate a Special Package for the development of Roads in Arunachal Pradesh besides allocations for enhancing border trade in the state.

 

 

3rd state level Subroto Cup Football tournament begins

PASIGHAT, Mar 1: The third state level Subroto Mukherjee Cup qualifying football tournament has began at Pasighat General Ground today with participation of total four teams from East Siang, West Siang, Lower Subansiri and Tirap districts.

The first match of the tournament was played between East Siang and Lower Subansiri team which ended with 1-1.

Earlier, inaugurating the tournament, MLA cum parliamentary secretary of Education and Law and Justice, J K Panggeng urged the budding players to follow the principles of sports and to maintain a sense of brotherhood among them. Stating that sport has now become industry for entertainment, he suggested student players to establish themselves in the field of games and sports.

Earlier, Director of School Education T Taloh reiterated various contributions paid by Subroto Mukherjee for development of secondary education in the country. Welcoming the players and other participants, he briefed about the necessity of games and sports for physical and mental development among the growing students.

Director of elementary education B Yirang exhorted the budding footballers to be dedicated in sport activities and advised them to maintain discipline.

Arunachal Pradesh Football Association General Secretary G Doke, officials from education department, administrative officers and pubic leaders also attended the inaugural ceremony.

Meanwhile, the organizers of the tournament informed that the teams will have to lock horns in more five series of league match and two qualifying teams will be selected for playing the final match. The final match will be conducted on March 6 next.

 

 

Kakung Osik – an unsung hero

ITANAGAR, Mar 1: Arunachal, the land of rising sun gave birth to numerous souls who have contributed their life for this land and the people of the country. Their courage and valour has been well recognized by the society.  

Kakung Osik, son of late Opang Osik, who served his entire youth safeguarding the nation under Assam Rifle as s rifleman, is one such example. He fought against the Chinese army during 1962 Indo-China war.

He lives at Tiagra village under East Siang district and is survived by his three sons and a daughter. He was appointed as a Rifleman on 30 April 1956 when the enlistment was going on at Sadiya.

Arunachal at that stage did not had proper facilities for education and life was quite tough for the people. “I was getting a salary of Rs 40 per month at that time. During the period of war and insurgency we were posted in difficult lace but we thoroughly enjoyed all the assignment and have our best. During the 1962 war we were confronted with the scarcity of food supplies and we were given only one meal a day.,” shared Kakung Osik.

“Sometimes during war we jawans use to talk with each other and wonder “how we have got into this”. But now I realize that it was worth to have been associated with military because it gave us the chance to do something for the country,” stated Kakung Osik.

Kakung was awarded with Sena Seva medal and Raksha medal for his service. Still robust he is getting a pension of Rs 1000 per month now and is surviving the last days of his life with that.  

Sharing his experience of war he says, “It was a night for all of us during the war. I still got some fresh memories of it as I lost all of my friends during war except few which included me and another friend from Mebo Village. It was one great experience which we can never forget. We were able to venture into the enemy lines and had the most unforgettable fight. But after returning from the warzone, we were referred as kind of hero or legend, everywhere our names were exalted with honour, but with the passage of time everything fades away.”

Those men who have died guarding the borders should be given patronage, respect and recognition by the state government for their tremendous contribution. In our state still many people are yet to be recognized by the govt for their contribution towards shaping the state. Sonam calls for peaceful co-existence along boundary area

ITANAGAR, Mar 1: Nyokum Yullo was celebrated at Charduar in Assam’s Sonitpur district in a befitting manner on Feb 26 last.

Attending the occasion as chief guest, Arunachal Pradesh Building and Other Construction Workers’ Welfare Board (APB&OCWWB) Chairman Jalley Sonam emphasized on peaceful co-existence with harmony and brotherhood among the people of both Assam and Arunachal.

“I am very happy to see that the Arunachalee people who settled in Assam have not forgotten their time-tested traditions and culture” said Sonam while expressing his happiness over the Nyokum celebration and appreciated festival organizing committee.

Today many communities of both states are peacefully staying together in inter-state boundary which is a sign of strong relationship between the two states, asserted Sonam adding that the people from both states actively participate in each other’s festivals and other important occasions as well.

Highlighting the importance of Nyokum celebration, Sonam advised the Nyishi community to preserve own tradition and custom and called upon one and all to participate in Nyokum festival celebration to keep alive one’s own identity.

Meanwhile, while highlighting the sporting talents of youths of North Eastern states, he said there is no dearth of talents among the youths of Assam and Arunachal in games and sports and others fields and urged the people of both states to encourage such talents so as to make them bring laurels to the states in particular and region in general.

 

 

Pakoti sports meet ends with positive note

ITANAGAR, Mar 1: The three days mega sport meet at Pakoti, 8 kilometers off Seppa in East Kameng came to an end on Thursday. It was organized by Pakoti Area Development Committee (PADC) with an objective to create platform for the youths in the area to showcase their potential in sports and athletics.

Attending the closing ceremony of the meet, Ame Loffa, wife of local MLA Tani Loffa called upon the youths to exercise their inner talents in sports. Expressing happiness over the meet she added that such meet bring people together for better interaction. She also gave her assurance to support for any sportsperson in promoting at district and state level. Medical Officer In-charge of Pakoti Primary Health Centre (PHC) also expressed his happiness over the sports meet. PADC Chairman Rohit Bayang in his address assured to promote the sportsperson in any platform. Further he suggested the participants to avail the platform while showcasing their talents as sportspersons.

Meanwhile Loffa Village emerged victorious in football after defeating Kamsa 3-0 in the final match. In volleyball Weshi village thrashed Loffa 25-23, 25-19 to lift the trophy. In athletic Gadam Kamsa was adjudged best for his consistent performance in high jump/long jump and 100 meter race.

 

 

Nyokum celebrated at Kimin and Bameng

KIMIN, Mar 1: Nyokum was celebrated with traditional fervor  here on  February 26.

Addressing  the  mammoth gathering,  Tuting- Yingkiong MLA Alo Libang  praised the  Nyishis for safeguarding and promoting the  age-old tradition and culture with zeal. He also exhorted Nyishi   brethren   to lead the state like  big brother and make the state safe haven for all communities of the state irrespective of cast and creed.

Tradition and religion should not be mixed as tradition is one’s own identity and religion is a personal matter between God and an individual, he said, and called upon the all concerned to preserve own culture and tradition in order to maintain the identity in the society.

Speaking as a guest of honour, Raj Kishore Sah, DIG ITBP Kimin urged the local youth to take up self-employment activities like mobile and automobile repairing centres for which his organization is ready to impart training programmes. He also said that Arunachal will become a number one state of the country because of hydropower potential.

Special Guest  Manish Kataria, Commandant 10th ITBP Kimin and Patron Bamang Mangha also addressed the gathering.

Besides, the function was attended by Joyshil Taba, Director Fisheries, Govt of Arunachal Pradesh, Tussar Taba, AIGP, EAC  Kimin, CO Kimin-Kakoi , ITBP officers and esteemed guests from Tuting Yingkiong area who accompanied the Chief guest.

Earlier on the day, Dr Tarh Taram General Secretary NYCC-2013 Kimin extended the welcome speech and wished all the dignitaries A Happy Nyokum and prayed Nyokum Goddess to bestow blessings, peace and prosperity in their lives. Tadar Kachi , President NYCC-2013 read out the Nyokum Mythology.

Nyokum Volleyball competitions for men and women were organized.  While Palin – Chambang – Gangte Youth Team won the men’s volleyball and Durpa Panchayat won the Women’s volleyball title.

The Nyokum Yullo was also celebrated at Bameng, ADC Head quarter, East Kameng District from February 24 to 26 in a grand manner.

Addressing the festival revellers on February 26, Geology & Mining, Art & Culture and Food & Civil Supplies Minister Kamlung Mossang emphasized that the tribal people should preserve their own culture and tradition by celebrating their festivals. He emphasized that an individual may follow any religion but one should celebrate own festivals.

Parliamentary Secretary, RWD and Supply and Transport Kumar Waii,  who was the chief Patron of Bameng Nyokum Yullo Celebration Committee-2013 also spoke on the occasion. He gave emphasis on celebration of  own festival with grandeur to preserve the rich culture and traditions.

Pai Gungchi Dodum, thinker, writer and social worker of East Kameng was special invitee on the occasion. During, his speech he stressed that when we value our ornaments and other goods passed down by ancestors, why we should boycott festivals. He cautioned people not to be misguided.

Er. Bharat Sonam, chairman of Bameng Nyokum Yullo Celebration Committee-2013 (BNYCC), highlighted the significance of Nyokum Yullo. Advocate Pritam Taffo, Secretary,  Akhia Pordung, Vice Chairman, of BNYCC  also spoke on the occasion.

 

 

National Science Day exhibition held at Wakro

WAKRO, Mar 1: The APNE Library, Wakro jointly with ASSET celebrated the National Science Day, paying tributes to the intellectual genius Dr. C V Raman with a Science Exhibition by the local students and library activists from APNE and Bamboosa Libraries.

Inaugurating the National Science Day exhibition, Dr Chandramukhi Namchoom, SMO, CHC Chongkham and patron of the Son Hu Son Chang Library, Chongkham congratulated the students and reader-activists for putting up an interesting display of exhibits on various themes. “Science has such a vital place, every moment in our daily life, in everything we do. Hence the celebration of the National Science Day is the celebration of the capacity of human mind”, she said.

Ritenlu Kri (KGBV Wakro) and Odilu Pul (GSS Wakro) spoke on the Dr. Raman’s brilliant life and the Raman Effect which won him the Nobel Prize, while Ms. Nyang, teacher, KGBV, who coordinated the exhibition welcomed the gathering.

The visiting teachers and students keenly went round the exhibits and lauded the participants for their enthusiastic efforts to develop ‘thinking with hands.’      

Bitamlu Thalai and Shivani, KGBV Wakro (Dispersion & multiple images) and Sharon Mathews, GSS Wakro, (Brine Buoyancy) shared the first prize for the best exhibits. The 2nd prize went to Mumne Darrang & team, AV Bhavan (moving boat with surface tension) while the 3rd prize went to Rohini Kri & team (KGBV, liquid soap). 6 other exhibits won consolation prizes.

In a separate function at Wakro, Dr Rakesh K. Tyagi, a well-known former medical social worker of Lohit, who had served the people of Chongkham-Medo region in late 90s, gave away the prizes of the story-telling and folk-tale writing contests held on the occasion of the International Mother Languages Day. Recalling the days he spent in villages in the district, Dr Tyagi, now an established anaesthetist of Agra, urged the young Arunachalis to use their mother tongue widely to promote its use even in literary forums.

Tight Rope Walk by the Railway Minister

The railway budget for 2013-14 has been tabled before the Parliament by the new railway minister, Pawan Kumar Bansal. No doubt, with finances of Indian Railways under severe strain on one side, and the national elections just about a year away, it has been an arduous task for the railway minister to balance the budget between pragmatism and populism.

Freight traffic has been the mainstay of internal resource generation of Indian Railways. Target of 1047 MT of revenue originating traffic is set for the fiscal year 2013-14, which is about 40 MT more than that of the current year. Following the deregulation of HSD oil, the rates of HSD oil have been increasing. The electric tariff is also periodically revised. As a result, the fuel bill of Indian Railways has increased significantly. To neutralise the impact of fuel prices on operating expenses, the railway budget proposes to make fuel adjustment component (FAC) of freight traffic dynamic. There could be change in either direction with revision made of fuel cost element twice a year. The proposed FAC linked revision of freight traffic will be implemented from 1st. April 2013. A hike of 5.8% on account of FAC is proposed in the railway budget. This increase in freight tariff is likely to push inflation, though some economists feel the impact will be marginal.

On the other hand, no increase in passenger fare is proposed. It may be recalled that passenger fare was revised in January this year only. No passenger fare hike has given respite to the common men. However, the railway minister has introduced charges on passengers through the “back door”. Supplementary charges for super fast trains, reservation fee, clerkage charge, cancellation charge and tatkal charge have been increased.

Simultaneously, the railway minister has given thrust on providing reasonable quality of facilities to rail users. Measures are proposed for progressive extension of bio-toilets on trains, setting up of 6 more “Rail Neer’ bottling plants, establishing 8 to 10 more mechanised laundries for quality washing of linens, effecting quality control on meal supplied by railways through setting up state-of-the-art, ISO certified base kitchens in railway premises, tying them up with food testing laboratories and third party audit. Further, online ticket reservation system is to be enhanced to support 7200 tickets per minute as against 2000 tickets per minute at present.

Safety is imperative for rail travel. While the railway minister was stressing on safety aspects when presenting his budget to Parliament, 2 children were mowed down by a suddenly moving train at Gulabganj station in Madhya Pradesh. What an irony of fate!

Number of safety measures has been proposed. But, there is no clear indication in the budget as to when these will be implemented and there is inadequate fund earmarked for safety measures. Railway safety is again consigned to future date.

In view of paramount importance of security of the nation, providing need-based rail connectivity to border areas is uppermost on railways’ agenda. For the first time, Arunachal Pradesh has been brought into the rail network and Harmuti-Naharlagun rail line will be commissioned this year. This will substantially ease travel movement to the State. Besides, work for a new line to connect Manipur is in full swing. Gauge conversion works on Lumding-Silchar and Rangia-Murkonyselek sectors is being put on fast track.

Another good news for Arunachal Pradesh is identification of Naharlagun as one of the 25 locations for imparting skills to youth in railway related trades. This will open employment opportunities for the local youth.

On the financial front, the railway minister has recommended enforcement of strict financial discipline. Gross traffic receipts is estimated to increase by Rs. 18,062 crores over 2012-13 to Rs. 143,742 crores in 2013-14. Ordinary working expenses is projected as Rs. 96500 crores. The operating ratio is expected to be 87.8% as against over 90% that has remained consistently since 1997-98. This situation is indeed a source of great satisfaction.

Kudos to the railway minister for presenting a budget that has attempted to put on track the near derailed finances of Indian Railways and also provided sweeteners to rail travellers. The opposition has termed Bansal’s maiden rail budget as unimaginative and pedestrian. The future will say how good, bad or ugly has been this railway budget.  (The writer is a Development Practitioner based at New Delhi).

Cancel public hearings or face protest: Downstream Orgs

ROING, Mar 1: The downstream organizations in Lower Dibang Valley have warned of an indefinite protest calling for cancellation of public hearings for Dibang Multipurpose Project.

 Joining the bandwagon of anti-dam protests, the Adi Bane Kebang (ABK), Lower Dibang Valley district unit has lend its support to the Downstream Anti Dam Committee (DADC) in opposing the public hearing fixed for Roing and New Anaya on March 11 and March 13 respectively.  In a representation submitted to Roing Deputy Commissioner today, ABK district unit President Mibom Pertin along with DADC President Kamin Pertin and Secretary Martin Lego has issued March 7 as deadline for cancellation of public hearing.

The downstream organizations are demanding for a study on downstream impacts by the dam. They alleged that even after passing of five years of the demand made in 2008, the state government hasn’t come out with any efforts towards addressing the concerns of the downstream people.

 

AAPSU to fight for women in Tezu

ITANAGAR,Mar 1: Expressing grave concern over the repeated crime against women  and deteriorating law and order in Lohit district, the All Arunachal Pradesh Students Union (AAPSU)  in a release today informed that it has decided to organise  a peaceful dharna  at DC office premises on March 12 against  women atrocities in the district. It further reiterated its demand for immediate arrest and punishment to culprits involved in alleged gang rape of a minor school girl at Chowkham and abduction of principal of government higher secondary school Mahadevpur. Union also demanded improvement of law and order situation in the town.

ITANAGAR, Mar 1: Selection trial for induction in Sport Authority of India, SAG Centre, Naharlagun in the discipline of Weightlifting (only for girls) will be held at RG Stadium, Naharlagun on March 11 next.

JHPC to hold talks

ITANAGAR,  Mar 1: The Joint High Power Committee (JHPC) constituted by the State Govt under the Chairmanship of  MP Takam Sanjay to examine the cases of issuing PRC to Non- APST Arunachalees will hold its meeting with the leaders of AAPSU, ANSU, APPDSU, PRI leaders, ZPMs, local MLA and Parliamentary Secretary  on March 3 at Itanagar.

Further, JHPC members will visit Vijaynagar on March 4 and Bordumsa on March 5. This will be followed by extensive tour to various locations in Changlang and Lohit District from March 6 to 8 for the purpose of interaction with various communities.

 

Students deprived of appearing exam

ITANAGAR, Mar 1: The class 10 students of government secondary school Mengio have been deprived of appearing in this year’s CBSE exam. According to the source since 2010, the class 10 students of said school are writing their exam at Government higher secondary school Yazali as their exam centre.

However this year the class 10 student totaling 12 in number have not even received their admit cards. Because of this situation none of students were eligible to appear for the exam. The mistakes on the part of authorities have darkened the future of these students. Now the question is who is to be blamed for this situation?

 

Jan Subidha centre launched

DAPORIJO, Mar 1: Upper Subansiri DC Tahang Taggu inaugurated the Jan Subidha Centre in the office premises of the DC office Daporijo which starts functioning from today. Medical camp for police personnel

ITANAGAR, Mar 1: Police Department, Lower Subansiri District in collaboration with District Hospital Ziro conducted medical camp for police personnel at SP office campus recently.

Altogether, 60 police personnel and their family members turned up for health checkup.

The medical checkup was conducted by Medical Officer Dr Hage Yubey along with other medical staff.

ITANAGAR, Mar 1: The Jering Matkir Society (Youth Wing) has felicitated DFO (Wild Life Pasighat) Tachi Mize for being honoured with state Gold medal by State Government for his untiring efforts to revive Daying Ering Memorial Wild Life Sanctuary.

Distinguished persons like, retired IAS officer Tagom Darang, Project Director Tabi Jerang, ZPM, Bogong cum Adi Bane Kebang, (District Unit) President Okom Yosung attended the function.

IDEA organizes malaria training for CHVs

ITANAGAR, Mar 1: Itanagar Diocesan Empowerment Association (IDEA) organized a two days training on malaria for 24 community health volunteers (CHV) at Kimin Catholic Church from 27th to 28th February. The intention of the training was to capacitate CHV for early diagnosis and prompt treatment of all malaria cases and to reduce mortality. DUDA governing body meeting held

AALO, Mar 1: The Governing Body Meeting of the District Urban Development Agency was held under the chairmanship of Marnya Ete DC-cum Chairman, DUDA on February 25 last.

Chairing the meet, Ete asked the members to suggest innovative ideas and proposals to match the various components of the SJSRY (Swarna Jayanti Shahari Rozgar Yojna) schemes to launch the programme effectively in the district. Morcony Potom, Dy. Director-cum-Member Secretary, DUDA highlighted the schemes which were successfully implemented during the year. He further informed the house in details on the components wise fund allotment for the year 2012-13 and narrated the objectives of the revised SJSRY.

After a threadbare discussion, the meeting passed certain resolutions to be adhered in implementing the programme. It has been decided to implement USEP (Urban Self Employment Programme) & UCDN (Urban Community Development Network) components through proper advertisements in local media.  Many other  important decisions were also taken in the meeting.  DIPRO

 

IDEA organizes malaria training for CHVs

ITANAGAR, Mar 1: Itanagar Diocesan Empowerment Association (IDEA) organized a two days training on malaria for 24 community health volunteers (CHV) at Kimin Catholic Church from 27th to 28th February. The intention of the training was to capacitate CHV for early diagnosis and prompt treatment of all malaria cases and to reduce mortality. Small farmers and bio-fuel schemes

Current bio-fuel certification schemes are making it difficult for smallholder farmers to participate in export markets, according to a new report released by the United Nations Food and Agriculture Organization (FAO), which advocates for a change in the way these schemes are currently managed.

As structured, these schemes would tend to favour big players and provide incentives for scaling up production to absorb certification costs, says the report, entitled Biofuels and the Sustainability Challenge, which was produced by FAO.

The schemes are a way to certify that bio-fuels used by companies importing or exporting this type of energy source are produced in a sustainable way without destroying forests and other ecosystems. Certification is also supposed to improve businesses’ efficiency, and increase their transparency as well as their awareness of problems in the supply chain.

However, the report finds that current certification schemes might exclude small farmers from achieving certification because they are mainly designed for large-scale agro-businesses. The schemes are also voluntary and for the most part are privately-operated, requiring costs and capacities that many smallholders lack.

The schemes can also hinder trade and reduce access to markets for developing countries in particular, the report says. For example, while it is easy for producers in industrialized countries to comply with the demand to provide education opportunities to employed farmers, it could be much more difficult for small-scale producers in developing countries.

The report suggests that to increase certification among small businesses, governments and international organizations in consumer and producer countries need to establish mechanisms that create an enabling environment.

Lower Siang district is a dream for foothill citizen

Dear Editor,

Through your esteem daily, I on behalf of entire foothill people particularly the 28th Likabali (ST) Assembly Constituency and the Nari - Koyu express our inner most desire for getting Lower Siang District Headquarter in our area. Please do not feel uncomfortable with the term "our area". As most of you know the condition and problems of these area. And for those who are unaware of our problems, they should know that till today people of foothill area are deprived of their basic needs like proper transportation, communication, drinking water, electricity, economic, education and so on. The boundary dispute with neighboring state Assam is constant nightmare for us.

I being a frustrated foothill Arunachalee citizen earnestly appeal to all those people who are against setting up of Lower Siang District Headquarter at foothill area, that they should understand our problem and help us, which will strengthen feeling of brotherhood. And please give us the chance to live better life which we have been deprived for long. Further I am thankful to Igo Tao for his beautiful article published on 27th February where he shared concern of foothill people in regards to Lower Siang district.

People’s opinion be heard

Dear Editor,

The Banderdewa Circle Intellectual Forum (BCIF) hails and welcomes the visits of PM’s Advisor to the state in order to review and monitor progress of the various ongoing centrally sponsored projects in the state. Except Greenfield Airport, the work for other centrally sponsored projects is extremely slow paced. The sole reason for the non start of the Greenfield Airport in Arunachal Pradesh is because of the state government’s decision to shift proposed Greenfield Airport from Karsingsa-Banderdewa to Hollongi. The BCIF had appealed many a times to the state govt not to change the site of the project for which lot of dharnas and agitations has been carried out. But the state govt. paid no attention to our call due to which the Forum has been compelled to file a PIL case at the Guwahati High Court.

Therefore, the forum on behalf of the people of the Arunachal Pradesh suggest that, it is due to negligence on the part of the part of state govt that, all the centrally sponsored project except few are progressing in snail pace and therefore not achieving the target. Moreover, Forum appeals to the PM advisor not to discuss the progress of developmental project at Delhi and constantly visit the state as well as visit project site to get first hand information. They should also take people’s opinion in this regard.
